Object - processes of personnel management of railway transport enterprises under the conditions of transformation processes in the industry in the context of the need of its social and economic upgrading. Aim - determination and justification of theoretical, procedural and methodological bases, as well as the development of practical recommendations concerning personnel management of railway transport enterprises in the context of providing their social security, adaptation, flexibility and development under transformation processes in the industry. Methods - comparison and systematization, analysis and synthesis, categorization and classification of indices, cognitive modeling, qualimetry method, questionnaires and expert's analysis, morphological analysis. Results - innovative: grounded definition and conceptual provisions of railway transport social and economic upgrading in Ukraine; development of conceptual bases of personnel management and security at railway transport enterprises; development of methodological grounds of comprehensive detailed assessment personnel security of railway transport enterprises, based on the criteria of personnel reliability and provision of business development; consideration of genesis of the procedural management basics of competitiveness of railway company teams, formation of research and methodological approach to ensuring competitiveness of the above teams basing on the development of their integral intellect, suggestions as to the overall mechanism of managing competitiveness of the railway company teams. Enhanced: theoretical basics of personnel management of railway transport enterprises basing on identified features and tasks of personnel management at different stages of business development and during transition periods; academic approach to the personnel management risk; methodological approach to the assessment of the competitiveness of railway company teams; fundamental provisions as to the adaptation of the railway company teams to new industrial conditions; determination of the content and subject of the "team competitiveness" concept; classification of types of risk indices depending on the types of business processes. The paper further developed: the tasks of securing personnel motivation at railway transport enterprises during reforms and measures to settle arising issues; personnel motivation system at railway transport enterprises; identification of the content of the stages and types of railway transformational processes.
