Object: The processes of the higher educational establishment as the difficult socio-economic system, which functions under information uncertainty. Purpose: To develop the theoretical and methodological framework and a tools of implementation of monitoring, diagnostics and control processes of the higher educational establishment as the difficult socio-economic system, which functions under information uncertainty.
