Object - the process of human resource management of rail transport. Goal - the development of the theory and methodology of management personnel of the enterprises in the reproductive aspect, the development of appropriate methodological tools, the concept of reproductive management of labor resources of rail transport and management techniques to ensure its implementation. Methods - logical and comparative analysis, synthesis, expert assessments, analysis, synthesis, systemic and integrated approach, logical, historical, graphic, abstract and logical. Novelty - first formulated a system of principles of human resource management in stages of reproduction in the enterprise; grounded methodological basis for the formation of labor resources, developed and tested methodical approach to assessing the quality of the labor force; developed the concept of reproductive management of labor resources companies. Results - methodological basis for determining the level of competitiveness of company personnel, set of management technologies for implementation of the proposed concept of reproductive management of labor resources of the industry, study the needs of the railway industry in investments to improve the competitive status of the railways.
