Essay

The thesis presents a systematic study of EU cohesion and its theoretical and methodological foundations and reveals ways of making the tools of European governance, it is proved that the EU cohesion is largely dependent on mastering the standards and instruments of European governance, the level of Europeanization of national public administrations, their inclusion in the European administrative space. Found that, in addition to the officially recognized economic, social and territorial dimensions, uniting the EU has other dimensions, including reasonably specific role management measure in ensuring cohesion processes. Principles of European governance, established their hierarchy. Analysis tools for European governance: policy, programs and promoting Open Method of Coordination, revealed differences between them. It was found that a policy of modernization of the Ukrainian state can be realized as a Europeanization of national institutions and public management, the introduction of European standards of governance, improve national governance tools based on best practices and adapting management practices in the EU.
