Thesis for a Doctoral degree in Technical Sciences in the specialty 05.01.02 - "Standardization, certification and measurement ensuring." National scientific centre "Metrology Institute" of the Ministry of the Economic development and Trade of Ukraine, Kharkiv, 2013. The thesis is devoted to solving of the important scientific and practical problem of ensuring the uniformity of measurements of energy parameters of laser radiation through the creating of a modern system of reproduction and transmission of energy units of laser radiation and the practical implementation of this system in the metrology of Ukraine. For the first time the concept of building a standard base of Ukraine in the field of measurement of energy characteristics of laser radiation based on the sequential synthesis of independent standards was developed. The methods of measurement of energy and average power with an absolute calorimetric type radiometer were further developed. For the first time the procedure of measurement of laser radiation power based on 4-diode configuration of self-calibrated photodiodes was developed and researched. For the first time the criteria for the use of semiconductor laser emitters as secondary and working standards units of laser power were developed. The method of laser energy measuring using a fluorescent environment was improved, thereby making it possible to create an integrated meter for energy, power and pulse duration of laser radiation. A new method of measuring for peak voltage of short electrical pulses was offered, thereby creating an integrated broadband meter for energy, peak power and pulse duration of laser radiation. A new method of creating optical pulses of fixed duration was developed.
