Essay

Dissertation is dedicated to the complex research of the nature, role and trends of the bureaucracy in the modern democracy and elucidation of the specific features of the national bureaucracy and its democratization. The dissertation is systematized the conceptual approaches of bureaucracy comprehension as a many-sided social and political phenomenon. Based on the distinction between "bureaucracy", "bureaucratism" and "bureaucratization" offered the author's definition of bureaucracy as hierarchically organized combination appointed officials who exercising functions in the administration of society, and clearly defined rules, regulations and procedures that govern their activities. Clarified that the bureaucracy is the only possible mechanism for the implementation of political decisions in the modern stage of the socety development. Proved that despite similar conditions of formation, bureaucracy of different countries have their own characteristics that influence the functioning of the state and the life of civil society. Proved that modern democratic regimes can not exist without the help of the bureaucracy, but the latter is inevitably drawn into the political process actually becoming subject of international political field, not having legitimate rights. As declaration of democratic values assumes the management the state a popularly elected representatives, stressed that the bureaucracy seeking the opportunities to influence the management, the adoption of political decisions through career development and use of service information.
