The object of research - the social relations arising in the process of preventing and counteracting corruption in public administration of Ukraine, purpose - the justification of theoretical and methodological framework to prevent and counteract corruption in public administration of Ukraine, involving the development of a comprehensive system of anti-corruption policy in its political, economic, social dimensions, legal and institutional support for anti-corruption activities, the formulation of the basis of evidence-based recommendations and proposals to reduce corruption in the above areas.; methods - general, philosophical and concrete research, innovation - proven theoretical and methodological paradigm of research on corruption PESL-based analysis, which allowed us to analyze multilevel aspects of the problem in the unity of their semantic and functional characteristics; discovered and scientifically substantiated correlation indicators of corruption according to the index of perception etc.
