In this thesis the constitutional and legal problems of formation and functioning of the service in local self-government were researched. The evolution of the systems of knowledge about the service in local self-government in native and foreign law science in aspect of theoretical and methodological consideration of local self-government doctrine is given. The methodological problems of service in local self-government bodies were discussed. The constitutional and legal nature of the service in local self-government as kind of public service in Ukraine is defined. The author definition the concept of the service in local self-government is given and its main constitutional and legal features as kind of public service are shown. The theoretical and practical problems of the interaction of the service in local self-government and state service are researched. In this thesis the theoretical and methodological problems of definition and understanding of the principles of local self-government, municipal law, and service in local self-government bodies in Ukraine were revealed. In conceptual problems of formation of principles of service in local self-governments bodies are considered. Author's vision on service in local self-government bodies through the lens of method of functional analysis was presented. The highlights the international experience of the organization of service in local self-government bodies. We consider the situation, showing the diversity of national systems of service in local self-government bodies, whether they have a common and distinctive features. The author proposes certain measures for improvement of organization of service and means of appropriate provisions in constitution law.
