Mudrak R. Food security of Ukraine in the context of globalization

The object of the research is the process of Governmental food security providing in the conditions of the globalization. The aim of the research is the development of scientific issues and grounding of the theoretical and methodological approaches as for the national food security system in the conditions of the global integration. The methods of the research are methods of analysis and synthesis, historical and monographic methods, method of deduction, observation and comparison, method of time series, statistical and clustering methods, method of correlation and regression analysis, method of extrapolation, hypothesis and assumptions, method of formalization, mathematical, normative and systemic methods. Theoretical and practical results: the definition of "national food security of Ukraine" with the new factors is given and improved. The set of conditions which characterize the global grain market in the part of the biggest countries - importers influence, their ability to create the inner food deficits in the net - exporters that give an opportunity to reveal the potential threats to the national food security and work out the measures of neutralization of such cases are developed. The scientific approaches to the predictable balance and usage of separate types of foodstuffs thorough the methods of annual balances of certain types of food and consideration of agricultural supply which are defined in the "State Target Program for Ukrainian villages' development in 2015" are developed. The novelty of the research: the theoretic approach to the legitimization of the government's right to strengthen the redistributive functions in the food sector of national economy, which is based on the recognition of food insecurity as natural disadvantage of the market; the food resources conversion into the instrument of political pressure, the need to respect the international human right to food; monopoly power of multinational corporations in the global food market, transformational nature of the national economy and others is given. The conceptual measures of national food security supply, which take into account the cooperation of traditional and new risk factors in internal and external social and economic environment, are developed. The level of implementation: the results are accepted to use by the Ministry of Agrarian Policy and Food of Ukraine, the Department of agricultural development in Cherkassy regional State Administration, the Association of Milk Producers, Uman National University of Horticulture.
