The objective of this research is the process of the formation of the overlay structure of the territorially distributed service-oriented peer-to-peer networks, which use Internet as the transport layer; the goal of the research is to increase the efficiency of the information technologies based on the territorially distributed service-oriented peer-to-peer computer networks because of decreasing the intersegment traffic and increasing the average throughput between nodes in the peer-to-peer network mediated by the metric indicator of the locality; methods involved in the research include: elements of the graph theory, subset of the mathematical statistics, the imitation modeling, the object-oriented programming and the corresponding development environments; the theoretical results are designed to be used in solving the problem of increasing the efficiency of the information technologies based on the peer-to-peer networks; to that end the new methodological approach was substantiated, including: based on the data obtained from the regional internet registries the comprehensive model of the national Internet segments was built, theoretically substantiated the metric locality indicator as a key in ordering the swarm nodes in the peer-to-peer networks, the method to increase the efficiency of peer-to-peer networks by reordering the peer list according to the priority of the nodes by their locality metric. The level of implementation is signified by: using the materials in designing the state system for environmental monitoring, with 3 state and scientific institutions involved as well as private company "Autoekoprilad" (Kiev), with the development of the distributed content delivery system for the following companies: "AudioSparx Navarr Enterprises" (USA) and "JU-MA webdesign/softwareentwicklung" (Germany), and also in the education process and scientific research of the National technical university of Ukraine "KPI". The branch of the implementation is the general area of information technologies using peer-to-peer networks as their core.
