The object of study - a state mechanism to promote the institutionalization of local government in Ukraine. The purpose of the study - the development of theoretical and methodological bases and practical recommendations to improve the state mechanism to promote the institutionalization of local government in Ukraine, taking into account social and cultural factors. Methods of research-historical, systematic, logical and dialectical approach, historical, chronological, analytical and monographic, structural and functional, statistical comparisons, grouping, summarizing, opinion, analysis, synthesis, induction and deduction. The practical significance of these results is the possibility of applying a comprehensive scientific study of materials for writing a general works, textbooks and manuals on public administration, preparation of lectures on a wide range of interaction between government and society. The scientific novelty of the research lies in the fact that for the first time specific methodological features of modern scientific knowledge, which has a negative impact on the theory and practice of public administration, determined, conceptual approaches to assessing the prospects and opportunities for application in the public practice of the theory of institutional matrices to determine the prospects for the development of local government in Ukraine, a preliminary assessment of the success or failure of social innovations are developed, it is proved that the process of institutionalization of state assistance to local government social and cultural factors are the major determinants of the formation of human resources, resource and the powerful potential of municipalities, the possibility of an objective assessment of the impact of state support the institutionalization of local government in Ukraine through the recognition of processuality government, stay in constant search of forms and practices in terms of cultural transfer as integral components of modern globalization processes grounded, integrated system of social and cultural activities and promote the institutionalization of the state of local government, combining the practice of cross-sector social partnership, mediation and coaching technology based on a complex social and cultural characteristics factors suggested. Categorical apparatus, which provides research phenomena, processes and relations in the direction of social and cultural vision of the state mechanism to promote the institutionalization of local government and allows you to select and analyze the phenomena that have so far remained outside the field of view of researchers, the methodological approaches to the modernization of public administration processes of interaction between government and society, taking into account the contemporary social and cultural situation in Ukraine, the theoretical scheme of understanding the mechanisms of interaction between government and society through the lens of social and cultural approach and the provisions of the primacy of civilian structures in power relations as collateral formation and development of democracy and the structure of a comprehensive program of training and retraining of civil servants and officials in bodies local government on the basis of a study of their potential as agents of change and in view of continuing education units, improved. Scientific and methodological basis for an integrated vision of public management measures to strengthen local government, taking into account social and cultural factors and possible areas of channels and means of facilitating the government processes of institutionalization of local government, scientific and theoretical understanding and conceptual aspects regarding the identity of the modern Ukrainian officials, the assessment of their potential as change agents that are necessary for the formation of certain "points of growth", of which could begin a qualitative change in the entire system of government; theoretical understanding of the phenomenon of corruption by bringing new empirical material and its conceptualization in the background of socio-demographic and statistical data concerning modern Ukrainian officials, defining features of political participation and political activity of citizens of modern Ukraine in order to improve public management measures contributing to the revitalization of civil capacity in the country have been further developed.
