Nepomnyashy O. Methodological fundamentals of public housing policy

Research object is the system functioning process of the citizens pension providing at forming and realization of public social policy. Research purpose is development of scientifically-methodical and practical recommendations in relation to the level increase of state administration by the state administration improvement mechanisms by the pension providing of citizens in Ukraine. Research methods is dialectical method cognition, systems approach scientific and special methods of research (dialectical method of scientific cognition, method of systems analysis, method of logic analysis, method of complex analysis, methods of statistically-economic analysis). The practical value of the got results consists in subsequent development of methodical state government and substantiation suggestions bases in relation to introduction of principles of constituents separate construction of the citizens pension providing, improvement of state administration mechanisms by citizens pension providing developing. The scientific novelty of the got results consists in theoretical conceptual principles substantiation and practical use and methodical approaches to the mechanisms of state administration improvement in the citizens pension providing. Complex approach is first offered in relation to social policy forming strategy. Methodical approaches are improved to division different sources optimization of Ukraine Pension fund financing in relation to the citizens pension providing; methodical approaches to determination the priorities of state mechanisms realization the adjusting the citizens pension providing in a country; state adjusting mechanisms of the voluntarily accumulations system in unstated pensions funds; organizational management mechanism of the Pension fund. Obtained subsequent development the "social policy" concepts determination, "pension providing", "social defence"; conceptual basis of the pension system reformations by generalization of workers participation advantages and employers in the pension system story and interests observance of unstate pensions funds participants; strategic directions of public social policy development.
