Essay

The methodology "implanted self-governance" that could be applied for analysis of the city management under conditions of self-government was developed. The new paradigm of decentralization on a municipal level - "asymmetric devolution", which consists of differentiated delegation of authorities on the municipal level, was defined. It was grounded that the objectives of the state power in Ukraine lie, on one side, in strengthening of the state institutions, and, on the other side, in reducing their influence on public life. Perspectives of managerial practices implementation on the municipal level in the context of state development processes in Ukraine have been outlined.
