Trush I. Economic and legal support to activities of communal enterprises

Research object: public relations, arising up in the communal sector of economy in the process of activity of communal enterprises. Research purpose: development of theoretical methodological and applied principles of the economic legal providing of activity of communal enterprises is in modern economic terms, forming of the proper suggestions on perfection of legislation. Research methods: dialectical, historical, analytical-synthetic, system-structural, comparative-legal, formal-logical, logical legal. Theoretical and practical value: suggestions of theoretical methodological and scientific applied character are grounded on perfection of the economic legal providing of activity of communal enterprises taking into account the modern state of economy of Ukraine, can be utillized for perfection of legislation of Ukraine and practice of his application, in the process of creation of laws. Suggestions are utillized Main administration of economy of Donetsk regional state administration; By the center of the norms of project providing of activity of President of Ukraine of the National institute of strategic researches. Used in-process communal enterprise of "Zhitloservis "Obolon" of Obolonskiy of district in Kiev, Veselinivskе of district soviet of the Nikolaevsk area; educations and sciences of Ukraine are utillized in the educational process of the Kiev state academy of water-carriage of the name of hetman Peter Konashevicha-Sagaydachnogo Departments of education and science of Ukraine. Scientific novelty: the main factors which hinder the communal enterprises to develop effectively and without losses are identified. The place and role of the communal sector in the economy of Ukraine are determined, the concept of the communal sector and the communal enterprise as its basic link is defined. Becoming and development of the normative legal providing of institute of communal enterprises is analysed in Ukraine, his stages and prospects are certain. The order of creation of communal enterprises is investigational and suggestions are developed on his perfection. The legal mode of property of communal enterprises is analysed, the analysis of his economic pravosub'ektnosti is carried out, developed suggestion on providing of economic independence of communal enterprises. The order of stopping of communal enterprises is analysed by reorganization and liquidation, done suggestion on arrangement of economic practice in this process.
