The processes of development of the system of local finances in the conditions of transformation of economy of Ukraine are a research object. Research methods: abstraction, systems analysis, comparative analysis, synthesis, induction, deduction, quantitative methods. Results: conception of development of the system of local finances, methodical approach from optimization of budgetary risks of administrative-territorial educations in Ukraine, methodical approach from estimation of tax potential of administrative-territorial educations in Ukraine, methodical approach to estimation of financial firmness of administrative-territorial educations in Ukraine, instruments of local budgets, scientifically-methodical bases of budgetary program development of administrative-territorial educations in Ukraine, methodological bases of organization of the budgetary mode of country, methodical approach to estimation of functioning of the system of local finances in Ukraine, organization of control after realization of the budgetary programs. Practical meaningfulness of work is determined by introduction of its results in activity of state and local organs of power.
