Essay

The scientific and applied problem of public relations modernization in the process of social state formation and development has been solved. The essence of ideas, terms and categories of the social state structure have been determined; the theoretical research of its formation and development in cultural and historical, political and legal aspects of conceptualization have been generalised. The research algorithm has been developed; the parts of paradigm matrix of public relations modernization of social state subjects have been suggested. The ways of formation of modern social state as a societal system have been determined. The author has grounded the choice of theoretical concepts of new methodological approaches in the context of modern state formation paradigm as the innovative transformation instruments. The typical special features of post-soviet society modern state have been analysed. The tendencies in social and economical behaviour of population have been determined. Some priorities of the state policy aimed at the society human and social capital growth in discourse of socio-synergetic theory have been defined. The comparative analysis of Western social states' formation and development has been made; the most suitable social concepts for the further institutionalization in the formation process of modern social state in Ukraine have been found. The causes of social state resource capability, their correlation with the public economic development phases, and stage of their influence on the changes in social relations between the main subjects of social policy have been determined.
