The thesis considers problematic issues connected with the evaluation and prediction of limiting states, investigation of pre-failure conditions based on the developed model of equip-ment resource capacity condition dynamics as well as the enhancement of resource planning techniques which provide evaluation and prediction quality improvement for life characteristics and resource capacity indicators of complex facilities. Resource capacity indicators evaluation and prediction methods are described which are developed by means of infological modeling, systematization of properties, unification of condi-tions and normalizing of indicators of complex facilities resource capacity, viewed as the basis for standardization of life characteristics evaluation quality assurance and improvement proc-esses. Risk evaluation methods are developed for complex facilities life characteristics control under the condition of fuzzy experts' judgment and for normalizing experts' competence in order to increase the validity of their decisions taken when investigating durability indicators. The examples are given, illustrating the application of the developed techniques and de-vices in order to produce the system for predicting resource capacity indicators and life charac-teristics of complex facilities.
