Barannyk L. Financial provision of the social protection system in the conditions of economic transformations

The essence of the financial provision of the social protection system as a component of the regulatory mechanism of the state financial policy during the transformation of social and economic relations is developed. It lies in the use of complex of financial institutions, including budget, tax, insurance, credit mechanisms in order to create the appropriate conditions for the development of social ensure as the weighty function of the government regulation. The structural-functional model of the financial provision of the social protection system, based on the integration of the relevant budget, insurance, solidarity approaches, indicators of financial solvency and balance, the effectiveness of implementation of the budget social programs, is elaborated. Directions of the formation of an effective financial system of social protection as а component of the development of society are proposed. The improvement of the social protection financial mechanism, which provides the complex of efficient innovative methods of the formation of financial resources, is proposed as necessary and appropriate. Some scientific approaches to substantiate the financial provision of the social protection system, taking into account social and demographic groups of populations are developed in the thesis. The positions of social protection as a system of economic and financial relations are improved and methodological outlines for assessing the effectiveness of financial support for social protection, based on a set of indicators of social security, efficiency of use of budgetary funds are improved as well.
