The characteristic ratio effectiveness of penal and optimize this process , developed approaches to establishing the criteria and method of assessing the effectiveness of the methodology with the practice of other countries, highlighted the basic provisions , the introduction of which is appropriate for Ukraine. Based on theoretical developments produced definition process optimization execution of criminal penalties, given the generalized characteristic of the constituent elements of the conceptual model optimization algorithm is set for its implementation. Clarified the process of execution of criminal penalties as the object of optimization is determined by its target orientation.
