Object: the system of teacher training in terms of higher education institutions in the Black Sea region; the aim is to identify the essence, historical evolution of genesis factors and features of modern educational establishments, operation and development of higher pedagogical education in the Black Sea region; Methods: theoretical, empirical, prognostic, mathematical statistics; novelty: for the first time the degree in teaching in the Black Sea region is studied in retrospect is defined, its present state and prospects are studied, a systemic and historical analysis of the formation of higher pedagogical education stages in selected countries is conducted, civilization, cultural and social traditions of education and development of national systems of higher education are defined, the peculiarities of the phenomenon development is designated in each country;conceptual basis for the development of national systems of higher pedagogical education is characterized, the mission and purpose of modern higher pedagogical education are defined, goals and values, conditional on its essential features in selected countries are described; the content, structure and functions of a multi-level system of higher pedagogical education in the Black Sea region are disclosed; theoretical models of higher pedagogical education in the Black Sea region are defined and systematized, revealing their features; the priority of scientific and practical approaches to the educational process and leading educational technology is justified; the methodological basis for determining trends in the development of higher pedagogical education is grounded, an algorithm to identify and interpret the scenarios in Higher Teacher Education in the Black Sea region is developed; the method for determination of the dominant trends of higher pedagogical education and a special program of expert judgment is developed; the meaning of " higher pedagogical education in the Black Sea region" is clarified; the idea for the classification and prediction of leading organizational and substantive-procedural trends teacher training in higher educational institutions is further developed; results: theoretical and methodological materials should be used in the educational process of higher education and training system in the teaching staff; sphere: Theory and a vocational training technique.
