Essay

The dissertation is devoted to creation of principles of reconstruction of measurement standards base of Ukraine and the perspectives of its development with taking into consideration scientific-technical, economic factors and in accordance with the Reform of the International System of Units SI. In the field of electrical measurements the ways of transfer to the standards based on quantum effects are based. A fundamentally new system of electrical measurement standards of Ukraine is proposed, which metrological properties correspond to modern requirements. In the field of thermal and temperature measurements the consequences of kelvin redefinition are analyzed. The application feasibility of radiometric method as a primary one for thermodynamic temperature determination for high temperatures is proved. In the field of mass measurements and its related quantities the alternative ways of redefining the kilogram are considered. The adaptation priorities for Ukrainian uniformity measurement system of mass to the new definition of kilogram are formulated. In the field of frequency-spatial measurements the ways of the conducted improving of time and frequency are proposed. The methods and technical solutions of transferring frequency-spatial information with the help of space crafts (GNSS, satellite "Lybid"), and also technology GRID are developed. In the field of optical and opto-physical the principles are developed and the primary measurement standard of the luminous flux unit, lumen, is created. The method of integrating sphere at standard construction is improved that allowed to increase the accuracy of the unit reproduction. The "quantum" perspectives of the photometry are considered. The method of economic evaluation of creation feasibility of national primary standards with taking into consideration their participation in international comparisons within CIPM MRA is developed. The results of implementation of the developed theoretical statements, methods and equipment in metrological practice are shown.
