The conceptual approaches to the realization of public policy of competitive environment development in the agrarian sphere as well as the methodological approaches to the modeling of the system of food balances and the formation of the agrarian cluster policy have been grounded. The directions of forming of the efficient institutions and institutional changes in public policy realization in the agrarian sphere have been offered. The principles of formation of the competitive environment, raising the effectiveness of the competitive processes, have been summarized.
