The thesis is dedicated to the theoretic and methodology development of financial potential creation, to its connection with a regional social-economical development and urbanization impact on this process. The different theoretical approaches of financial potential determination and structuring in the context of regional development are considered and generalized. The economic nature of regional financial potential and its elements are considered as well as theoretical concepts of regional development, the role of finance is defined. The matrix structure of a financial potential is delivered, its influence on a region social-economical development is analyzed. The key directions of regional financial potential increase and effective usage are considered. The effective measures and tools of local authorities impact on a region tax base are proposed, the background of legal enterprises financial potential enforcement are defined.
