Essay

The evaluation of public policy is a function of the government and a part of the policy cycle. It is an instrument of the result-oriented management and good governance. The evaluation is a systematic orderly process that involves analyzing policies, programs and projects in order to meet established goals and standards. It also includes a definition of the products, outputs, outcomes and impacts, efficiency and effectiveness of public policy, program, project, and aims for their improvement, learning lessons and serves as the basis for decision-making. Evaluation is a general function of public administration, which provides learning and feedback. It requires evaluation capacities development in the public sector which has the following components: a) the ability and commitment of the government to initiate and use evaluation results, including the legal framework, organizational culture, and political context (evaluation demand), the organization and coordination of evaluation process (organizational and legal mechanism); b) personnel, information and financial support of assessment (resource mechanism); c) practical development and implementation of the monitoring and evaluation system that provides important information to key stakeholders (institutionalization).
