Tiutiunyk V. Creation of an integrated system of emergency monitoring in the regions of Ukraine

In dissertation work the actual scientific and practical problem in the field of civil protection of the state is for the first time solved, namely, the complex system of monitoring of emergency situations in regions of Ukraine is developed. Meta: development of complex system of monitoring of emergency situations in regions of Ukraine. Object - the natural, technogenic and social factors defining emergency situations in regions of Ukraine. Item - an assessment of level of danger to the local territory in regions of Ukraine depending on set of the factors defining emergency situations. Methods: the system, functional, convex analysis, probability theory and mathematical statistics, the vector analysis and algebra of logic, mathematical modeling, geometrical interpretation of data and development of the automated systems. Novyzna: complex territorial multilevel system of monitoring of emergency situations. For the first time: use of a functional surface which horizontal projections coincide with a configuration of the local territory is proved, and its cambers answer danger levels in places with concrete geographical coordinates; the method of a vector and statistical assessment of level of danger of the local territory in the conditions of emergency situations of natural and technogenic character is developed; the method of forecasting of level of technogenic danger of the local territory on the basis of neural network technologies is developed; the method of an assessment of efficiency of a complete set of system of monitoring of emergency situations is improved by the existing technical means. Results passed in Head department of Public service of Ukraine on emergency situations in the Kharkov area an expert assessment of the expected technical efficiency. Results of work are introduced Research, design by both institute of technology of micrography and National university of civil protection of Ukraine.
