Essay

The thesis deals with solving actual scientific and applied problems of improving the hierarchical national system of standardization, system Technical Committees of Standardization as its underlying subsystem, using the main provisions of general systems theory, considering current trends of transformation and prospects of integration into the European Union. Distribution of models of functioning of National Standardization Bodies and their main features based on the level of the main characteristics of objects and subjects of national standardization system are proposed. The basic components that affect the activity of the National Standardization Bodies and Technical Committees of Standardization as basic subsystems National System of Standardization, are identified, also by their causal relationships are defined. Proposed and formulated scientifically-grounded general criterion for evaluation the effectiveness of the Technical Committees of Standardization. Revealed that the proposed approach allows us to objectively evaluate the activities of the Technical Committee of Standardization, regardless of the duration of his work and the absolute value of the amount it developed normative documents. Built relationships of Technical Committees of Standardization Subsystem of the environment, identified the basic scope of Technical Committees of Standardization Subsystem of International and Regional Organizations for Standardization, including European, which is the environment for National Technical Committees of Standardization System as base subsystems National Standardization System. Improved algorithm of group expert evaluation of the Technical Committees of Standardization activity with basis on competence experts is proposed. Also improved algorithm for evaluating the competence of experts in standardization on the basis of analytical hierarchy method, which, in contrast to existing methods, used specially developed generalized criteria that take into account the specifics of research object, is proposed. Scientifically grounded and proposed approach to analytical describing and evaluation competence of experts on standardization based on the existing of criteria system that take into account the specific research object and uncertainty data.
