Essay

The complex political and legal bases of the territorial organization of the state are presented, and the original model of two-level territorial division of Ukraine, which provides the downsizing of existing districts and the creation of additional two - three new units, is proposed. A set of regulations governing the administrative and territorial division of the state; the relationship between public administration and local government, the division of competence between them; the implementation of state jurisdiction in its territory are analyzed.
