In the thesis on the basis of comprehensive hygienic studies scientifically grounded elements of integration and implementation of international requirements to the national regulatory framework on urban development and to ensure optimal conditions of human settlements in the modern urban development with different structure, developed new approaches to hygiene implementation. According to the hygienic assessment of large cities general plans, was set a negative trends in residential development increased density (due to altitude) in two or more times, at the same time, with the delay of engineering infrastructure construction and bringing it closer to industrial enterprises of various danger classes. This violates the sanitary-epidemiological requirements to the functional zoning of cities. The lack of systematic development of social and cultural, sports, health and recreational services objects, a significant reduction of green areas impede the human rights observance in comfortable and safe accommodation, education, work, life, the saving and strengthening of health. There was scientifically proven the necessary to optimize the sanitary protection zones for various capacities companies and enterprises on the danger class, environmental protection efficient and health risk assessment. The regulatory and information-methodical base on health settlements planning and building and some construction projects was improved and implemented to the practice of health authorities and the Ministry of Regional Development of Ukraine.
