Essay

The object of study is social and humanitarian processes of formation of quality management system of products, works and services of municipal enterprises, the organizational-economic mechanism of its functioning on the basis of a comprehensive innovation indicators. The aim of this work is scientific substantiation and development of theoretical, methodical, methodological and applied bases of the formation organizational-economic mechanism system of quality service management of the municipal enterprises on the basis of a comprehensive innovation indicators in the context of improving the quality of life in the innovation chain: "state - service sector - enterprises - consumers of services." Methods: structural-logical and systematic analysis; abstract logic; comparison; analysis, synthesis, system approach, economic-statistical and comparative; grouping method; factor analysis and modeling; graphics. Were proposed: for the first time: -organizational and economic mechanism of quality management of products, works and services of municipal enterprises in the innovation chain: "state - service sector - enterprises - consumers of services", which, on complex innovation and providing as a factor of stable functioning; - defines the classification criteria of complex-innovative measures that allow to implement a scientific quality management system; -developed system of material and moral interest in the development of municipal rivalry; improved: - the mechanism of management of quality of service and relationships between entities; - conceptual theoretical-methodological bases of functioning of municipal enterprises; -economic-mathematical model of formation of the integrated indicator of an estimation of quality of functioning of sphere of services; has received the further development: -categorical-conceptual apparatus in the system of quality management of municipal services; -methodological approaches to the organization of functioning of the service enterprises and evaluation of their service quality level based on the identified features of their development in the post-conflict reformation period.
