The object: financial planning in rail transport. The subject: methodological, methodical and organizational support for financial planning based on scenario forecasts for the rail transport in non-stationary conditions of the institutional environment. The aim: to develop the theoretical positions of financial planning in rail transport in non-stationary conditions of the institutional environment, to develop the appropriate scientific and methodological provisions of planning based on scenario forecasts as well as recommendations for their implementation in practice of the financial management of rail transport of Ukraine. Methods of the research: dialectical knowledge, theoretical generalization and system analysis, abstract and logical, economic-statistical analysis, analysis and synthesis, economic-mathematical modeling, expert, hypotheses. Novelty: the conceptual bases of financial planning based on scenario forecasts and substantiated scientific methodical recommendations on its implementation in rail transport to improve the efficiency of financial planning in conditions of institutional unsteadiness. The results are required in the Department of Economics and Finance of the Ministry of Infrastructure of Ukraine, Chief Financial and Economic Department of the State Administration of Rail Transport of Ukraine "Ukrzaliznytsia", the Main Department of Electrification and Power Supply of the State Administration of Rail Transport of Ukraine "Ukrzaliznytsia", Financial and Economic Department of the State Enterprise "Donetska zaliznytsia".
