The thesis summarizes problems of municipal services management by local authorities and analyses approaches to solving them in scientific-theoretical studies of Ukrainian and foreign scientists. The conceptual-categorical apparatus of a city-service sector is developed. The essence of a systematic approach to the city-service management by local authorities is revealed, its structure and composition, properties and characteristics, decomposition stages and description methods are determined; principles of the system analysis of companies, organizations and institutions of the city-service sector and a problem-oriented approach to improving their activities are summarized.
