Petrushenko Y. Financial policy of social and economic development of local communities

The thesis is devoted to development of theoretical and methodological principles of modelling and implementing financial policies of local communities' social and economic development, which are oriented on participatory management of financial resources. The evolution of links between the prevailing type of local communities in the society and the dominant forms of financial security of their development is researched in the dissertation. Social and economic, and methodological preconditions to transformation of financial policy for local development are justified. Basis for participatory concept of financial policy of local community's social and economic development are developed in the dissertation. The essence of the concept and the nature of interests, at which the concept is directed, are specified. A system of financial and nonfinancial links between stakeholders is defined. The author investigated social and economic, and or-ganizational factors for effective usage of funding instruments targeted to local communities' participation. Organizational and economic approaches to finance the process of public goods' delivery at local level are improved. Methodological principles of local business motivation to participate in financing of local communities' social and economic development are improved. The author worked out methodical approach to financial policies actions planning involving stakeholders. The influence of participatory financial policy on local communities' economic indicators, as well as formation of preconditions for their long-term social and economic development are studied in the dissertation.
