The object of study - state regulation of socio-economic development of the region. The purpose of the study - theoretical and methodological basis, the development and application of scientifically-methodical approaches on how to improve the state regulation mechanism of social-economic development of regions on the basis of cluster structure. Research methods - epistemological analysis; system analysis; functional and structural. Practical significance of the obtained results is that the main theoretical concepts of the thesis are the basis for the practical development and implementation of mechanisms of state regulation of socio-economic development of regions on the basis of cluster approach. Scientific novelty of the results lies in the fact that for the first time it is determined that the most important direction of state regulation of socio-economic development of the region by structuring cluster is to stimulate investment demand through public investment; scientific and methodological approach regarding the adoption of state administrative decisions regarding socio-economic development of the region is proposed; the model for an effective public administration socio-economic development of the region is generated. Conceptual scheme of the mechanism of state regulation of investment potential of the region, methodical approach of estimation of activity of structural divisions and employees of the executive public authorities of the region depending on the achieved results of the state management; the activities of the executive bodies of state power of the region through the proposed system planning of their activities; a schematic diagram of a cluster of a business association improved. The terms used in the study; directions of state regulation of socio-economic development that can be carried out at all three levels of government - state, regional and municipal; the concept of a regional investment policy, as a system of targets, institutions, mechanisms and instruments that determine the direction of investment and investment decision making; the influence of regional investment policy on private investment decisions; the basic principles of the functioning of the cluster business associations have been further developed.
