Dissertation deals with the development of new information technology of system information-analytical research (SIAR) in the problems of the innovative design of complex systems. In the work an important of scientific and practical problem is solved and a new inductive technology SIAR (ITSIAR) is developed in the problems of innovative design in a wide range of applications. The principles of ITSIAR design are formulated based on the methodology of complex systems inductive modeling theory. The fundamentals of the methodology of the ITSIAR of innovative type on information, logic and the criterion levels have been created. First formulated the concept, as well as the corresponding new system criteria of relevancy, corelevancy and information bases balance in ITSIAR, that allowed creating a clear system of evaluation and formalization of the intermediate and final results, as well as significantly reduce the negative influence of subjective factors on the progress of the research, inherent to modern technology. A method of forming homogeneous groups of experts, based on inductive method using clustering target trait was developed. Carried out the proof of the adequacy and effectiveness of the inductive approach to SIAR allowed a theoretical basis to achieve the optimum result in terms of the developed criteria in tasks of ITSIAR innovative type.
