Essay

The thesis presents theoretic and methodological foundation for the mechanisms of service-oriented public policy making in Ukraine. For the first time public services delivery has been defined as the priority of the public administration development in Ukraine. It is described as delivering public services to citizens who are viewed as clients of the state by public authorities' and local governments' officials who are viewed as the services providers. The term "public administration services" has been defined. It has also been proposed to use it as a generalizing category for services delivered by public authorities in theory and practice of public administration.
