Essay

The thesis is devoted to improving the efficiency of rail transport in Ukraine under non-discriminatory access to rail infrastructure through the development of methods of management of allocation of railway infrastructure capacity, providing for the rejection of centralized management and implementation of the principle of governance, which becomes an internal function of the system based on the emergence of self-organization. To this end, the method of classification of railway lines and transport corridors for operational activities has been developed, a more accurate method of assessing the real capacity of railway lines and mathematical model of the allocation of railway network capacity, allowing you to adjust the operating modes of rail network infrastructure to the requirements of users, had been formed. Within the research, the hypothesis of affiliation of network destinations of Train Formation Plan of Ukrainian railways to the class of scale-free networks has been confirmed, and the influence of statistical macro-property of train flows routing structure on the efficiency of railway infrastructure capacity had been grounded. For practical implementation of methods and models developed, in this work, the requirements for the implementation of the automated management system of allocation of infrastructure capacity of Ukrainian railway, which will integrate all phases of management within a single information environment and give to the transport market participants more informational content and has been developed.
