Essay

The theoretical and methodological analysis of state policy in the field of mass communication as a multifunctional complex component of the governance which results for the formation and development of national information resources and information and communications infrastructure of the state are made in this thesis. Methodical recommendations to governments to improve the state policy in the mass media in the conditions of social transformations in Ukraine are developed. These reccomendations consist of specific complex of legal and economic regulation of the activities of the media and mass media self-regulation mechanisms. Furthermore it figures on national and cultural identity of the Ukrainian information space and global trends towards fragmentation of traditional identity. It is defined that the regulation and control of the activities of the media by the state are made through a system of national legislation and through the development and implementation of special government programs to promote the mass media. Herewith mass media mass media serve not only the public information function, but also a means of control by society over the authorities.
