Dissertation is devoted to the development of theoretical and methodological foundations and practical tools for banking regulation in the context of government and business interests coordination. In the research periods of regulation systems database in the world and theoretic basis of the interest are proved; the concept of matching banking regulation is developed; theoretical approaches and methodological tools of banking regulation intensity evaluation are developed; direction and effectiveness of banking regulation channels of influence on economic growth are determined; research methodology for relationship between the intensity of banking regulation and economic growth dynamic is developed; measures and instruments for banking regulation in the context of ensuring economic growth are proposed; identification methodology of conditions that encourage and hinder the effectiveness of banking regulation in the context of ensuring financial stability is developed; multifactorial optimization model of banking regulation intensity is proposed; scientific and methodical approaches for determining the optimal level of banking regulation from a position of maximum consideration of the business interests are investigated; methodological approaches the formalization of macroeconomic factors influence on the bank profitability are developed; methodological framework and banking regulation tools depending on the bank ownership and capital nature are identified.
