Essay

In the work based on the study of the scientific literature, legislative and other normative legal acts, narrative sources, processing of archival materials, a systematic historical and legal analysis of the functioning of penitentiary institutions of Ukraine in the times of the Soviet political regime (1917-1991 biennium) has been carried out. The author formed and systematically provided the information about the features of the status of the penitentiary institutions under the rule of a totalitarian political regime and the domination of the command-administrative management methods of social development processes.
