Essay

The economic essence of government financial regulation of human potential as a component of social development, that requires the application of a set of norms, rules, methods, forms, mechanisms, instruments, and leverages of financial architectonics aiming to provide specific conditions for enhancement of a quality of institutional environment of an economic growth and increase the human development level under conditions of strengthening influence of integration processes on macroeconomic dynamics is indicated. The approaches to institutional modernization of financial regulatory system of human potential development are suggested. A structural and functional model of government financial regulation of human potential development is proposed. The prior development directions of financial regulatory system of human potential are substantiated. The approaches to formation and implementation of financial stimulation programs of human development in advanced economies and economies in transition are generalized and systematized. The statements on strengthening reliability and efficiency of functioning of non-governmental pension funds, collective investment institutions, and life insurance companies are enhanced. The approaches that enable to increase the effectiveness of public-private partnership mechanisms application in health protection and education sectors are proposed. The approaches to implementation of a system of accumulation pension provision, methodological basis of assessment of the government financial regulation of human potential; the formation mechanisms of fiscal policy are improved. The institutional peculiarities of budget policy implementation in the sphere of support and activation of gradual development processes of social sector services are determined.
