Kovaliv О. Institutional provision of land refor accomplishment in Ukraine.

In dissertation a problem of theoretical and methodological justification of institutional support foundations concerning land reform accomplishment as a new paradigm in Ukraine is resolved. It is proposed to institutionalize constitutional provisions regarding land and its natural resources - the main national wealth that is being under the special state protection, and in thus way differentiates the institute of ownership of Ukrainian people as a natural object from the institute of right on the land plot as real property. Substantiated that the value of rent-harmonized income (profit) from the property on the main national wealth as a natural object cannot be less than rent-harmonized income (profit) from the ownership to land plot as the object of property. For the first time it is developed a conceptual model of the National Land Institute functioning as the institution of Ukraine, which is under the control and accountable of the President of Ukraine and Parliament of Ukraine. Organizational and economic mechanism of priority right of distributed lands to state ownership for the purpose of consolidation is substantiated.
