The object - the process of functioning and development of state finance. The purpose - the formation of theoretical and methodological concepts, methodological approaches elaboration and working out of pragmatic principles for state finance functioning within the ideology of sustainable human development. Methods - theoretical generalization, scientific abstraction, comparison, analogical reasoning, historical, logical, structural and functional, economic and statistical analysis, induction and deduction, analysis and synthesis, canonical correlation analysis, factor analysis, regression analysis, cluster analysis, principal component analysis, cyber analysis, computer simulation modelling. Results - the work presents theoretical generalization as well as proposes the new solution of important scientific problems concerning the development of theoretical and methodological principles as well as scientific-methodological approaches to the state finance functioning in terms of sustainable human development. The novelty - the work defines strategic vectors of state finance influence on sustainable human development; the socio-centric structure of state finance is proposed; specific functions of state finance, operating within the principles formation conditions of sustainable human development, are highlighted; the paper proposes the scientific and methodical approach to assessing the social expenditure impact on the population life quality. The scientific and methodological basis of the fiscal policy essence research has been improved; conceptual approaches to the structure determining of the Principle directions of budget policy; theoretical approaches to the state budget essence defining; the concept interpretation of "sustainable human development". The theoretical and methodological approaches to both identification and grounding of the priority exogenous and endogenous factors of human potential development have been further developed; socially oriented approaches to the study of state capital resources; grounding of the social expenditures functions and principles; principles of the effective fiscal policy formation; the necessity of fiscal decentralization as a platform for the state finance consolidation has been proved; scientific approaches to the strategic guidelines system formation of reforming the financial maintenance of state social funds functioning. The results are implemented in the activities of the following fields: the Committee on Taxation and Customs Policy of the Verkhovna Rada of Ukraine, the Committee on Family Matters, Youth Policy, Sports and Tourism, the Ministry of Agrarian Policy and Food of Ukraine, the Main Department of the State Treasury Service of Ukraine in the Ternopil region, Kamianets-Podilsk City Council, the Finance Department of the Ternopil district state administration, as well as in the educational process in Ternopil National Economic University.
