The research purposes to solve a major scientific challenge - to rationalize theoretical and methodological framework and improve scientific and methodical fundamentals of the public finance performance in terms of providing macroeconomic stability. The thesis explores the main evolutionary dominants of the public finance theory development, the functional vector and hierarchical configuration of the public finance, refines a concept of "public finance", amplifies the conceptual and categorical framework of the public finance theory.
