Essay

In the thesis the essence and the correlation of the concept of "public policy", "governance", "the globalization", and "the global civil society" have been clarified. The structure of the global civil society that includes public movements, international non-governmental unions and informational-communicational net unions which all together influence on policy of nations, geopolitical regions and inter-state unions has been presented. International non-governmental organizations have been classified according to their functions and objectives such as advocacy, service, think tank, and ideology. Main tendencies of the global civil society development, which based on the archetypes of collective unconsciousness and linked with the human evolution, have been determined. Dynamics of the public policy formation on the Ukrainian lands and relationships of the state with the civil society have been presented with the help of the analytical model "Universal epochal cycle". It has a cycle structure that consists of four elements: revolution - involution - coevolution - evolution, and factors with regards to the character of mutual influence of the Ukrainian state and the civil society have been defined as follow: appearance / birth ("revolution" period), establishment / functioning ("involution"), transformation ("coevolution"), and development ("evolution"). Factors of influence on the national public policy in different historical epochs have been characterized. Activity of the institutes of the global civil societies in the conflict zones of the modern world has been researched and the role of the new actors of the global civil society - volunteers and on-line community - in formation of the national public policy has been determined. Recommendations for the improvement of the "society - authorities" relationship in the conditions of globalization have been developed.
