Essay

Dissertation is devoted to issues of land administration on the basis of cadastral information. Thus, the main scientific issue is to establish the reliability and completeness of existing informational and cadastral base of Ukraine to the modern world and European requirements, as well as the requirements of General Scheme of territory planning of Ukraine. Proceeding from above outlined tasks, theoretical and experimental researches it is found: cadastral system of Ukraine should be multi-purpose in 3D or 4D format and should operate in on-line mode; components of State Land Cadastre should be modernized and brought into conformity with actual needs. In dissertation it is suggested the improvement of cadastral zoning; proposed a new methodological approach to the evaluation of capitalization of land resources; created models of land administration; researched the accuracy and reliability of information in Public cadastral map of Ukraine. For the first time during carrying out the monetary valuation of the land it is proposed methodological approach, which takes into account the wear of engineering services and allows to estimate the quality of evaluation works and individual expert. Research has shown that the information content of Public cadastral map largely does not meet modern requirements. In this regard, it is developed a number of recommendations to remedy existing weaknesses and to prevent them in future. Administration land involves a change of category of lands, their intended purpose and, in some cases, land owners. For such cases in dissertation it is developed economic and mathematical model, the implementation of which is performed using simplex method. Theoretical elaborations and experimental research have been applied in organizations dealing with land management and cadaster works.
