Essay

It is proved that control over the government in conditions of democracy resolves a twofold task - providing protection of human rights and legitimacy of power by itself. It is emphasized that control (both internal and external) is an important tool which characterizes a common for modern states legitimate circuit (people - legislature - executive power - people), increasing legitimacy on each stage and allowing to join judicial power of the state.
