Akimova O. Methodology of Financial Monitoring Subsystem Development within the System of State Financial Control

The new solution of a scientific and applied problem of creation of the methodology for research and development of financial monitoring system as an element of the state financial control is presented in the thesis. Content of the state financial control is specified and specific tasks and functions of financial monitoring within it are defined for different levels of governance. It is offered to define the non-standard financial behavior as a general object of financial monitoring. The essence of non-standard financial behavior and and its typology are disclosed. Prerequisites of formation of institutes of financial monitoring are defined. The methodology of a research and development of the financial monitoring subsystem is developed.
