Tkachuk V. Regulation of social and economic development of rural territories

The thesis is devoted to the development and substantiation of theoretical and conceptual framework and methodological tools to formulate a comprehensive system of regulation of rural territories on the basis of complex analysis of the current situation and justification of the proposals for its further development. Defined scientific basis and the conditions of formation of the theory of socio-economic development of rural territories, methods and approaches to its regulation, the basic concept, typology and functions of rural territories, studied foreign and domestic experience in rural development, the methodology developed for differentiation of rural territoriess. Investigated epistemological and ontological nature of the category "socio-economic development of rural territories". Conducted analysis of strategic initiatives and models of regulation of social and economic development of rural territories of Ukraine in conditions of global structural and integral transformation and on this basis scientifically justified and proposed reproductive paradigm of socio-economic development of rural territories, analyzed stages, forms and methods of regulating of this process. Defined institutional basis for differentiation of rural territories, measures of state support and on this basis conducted simulation of socio-economic development of rural territories, proposed approaches to improve investment policy of the rural territories development. Developed triune concept of ecological and socio-economic development of rural territories as a way to preserve consolidated capital (physical, natural, human) which based on realization of model of equilibrium of reproduction of rural territories. The typology of the development of rural territories based on the characteristics of the adaptability / dissipativeness of the development is grounded The influence of external and internal factors on the development of rural infrastructure through SWOT-analysis and index of achievement is studied. The model of construction of cluster architectonics of new organizational structures for the promotion of local economy at the municipal level was developed in the form of a structural and functional model of socio-economic self-development of a rural combined territorial community.
