The thesis is directed on the decision of an actual scientific task of making methodology provision of air navigation meteorological service using tools for operative hazards detection and information dissemination as well as at the development new polarimetric methods for atmospheric dynamic phenomena detection. Concept of meteorological service of international air navigation improvement that consider commercial and other airplanes as key elements in the global weather observation network is proposed. Polarimetric methods of remote obtaining information about turbulence and wind are developed. Mathematical and computer models that depict physical atmospheric processes and characteristics of reflected from meteorological formation electromagnetic wave are developed and investigated. The architecture and structural diagram of improved meteorological service of air navigation is performed and patented. Recommendations to the meteorological service improvements are developed.
