Essay

The essence of public policy in terms of philosophical-axiological, spatial and functional theoretical and methodological approaches was conceptualized. The theoretical models of formation of public policy as a complex and multicomponent process are analyzed. Based on the complex use of institutional, systemic, managerial, conflict and network methodological approaches, the author proposed a theoretical actor-network model of "counter trajectories" of public policy.
